Which of these two mostly indicates a polarity of a solvent? Is it its dipole moment or dielectric constant?

Definitely dipole moment, in fact it's a measure to the polarity of a substance.Polar substances usually possess a high dielectric const. but it has nothing to do with its polarity directly.
