What would a 150lb canister of chlorine gas do if opened in a built-up area?

I heard in the news that some kids stole a 150lb canister of compressed chlorine gas.

Is this 150lb nett or gross?

It would get the kids arrested for attempted murder or worse if the people fell ill and died. WW1 showed the world how nasty chlorine gas was for the soldiers. Iraq rebels are starting to use this trick in conjunction with Improvised Explosive Devices to cause more deaths. Exposure to chlorine gas produces chemical burns, pneumonia type illness, blindness, death, fires when a high enough concentration hits combustables and severe corrosion to equipment. The containers are rated as weight of gas + container. 150 # containers would have 150 lbs of liquid Chlorine. The real dangerous containers are used in industry and water treatment plants and are 1 ton (containing)cylinders and railway transport cars. Entire cities have been evacuated when these are leaking. Chlorine can stick around for a week if there is no wind and it is cool and dry. It will flow to low locations and just stay until it reacts with moisture.
That would be the total weight, but there would still be a great deal of toxic chlorine in there. Let's hope the kids can't work out how to open it. They would soon be ex-kids if they did.
It will kill every living thing in the areas that are affected. I hope those kids know that.
