Yes...the hottest watter can get is 212 degrees F or 100 degrees C. Steam, however can get much hotter than that and that is why it burns quicker and worse.

Yes, Steam burns worse than water because its superheated instead of just a boiling pot of water.
The reason I know is because my husband served on a Submarine and they taught him about that and showed him gruesome pictures about steam ruptures...They burn the person to the bone, instead of just burning the skin like common burns, or boiling..
Steam is worse, that was one of their drills that they did on a submarine, a steam leak, and he told me that they had to wear a steam suit, filled with fresh air to even go near one since it was so hot.
