Well if you want balloons to rise then you would use either helium of hydrogen because they are lighter that air. Hydrogen was a joke, you dont want to blow yourself up. If you wanted the balloons to sink then you would use sulfurhexafluoride and they would sink like stones. You could also use just plain air and they would sink. If you want them for a party or something like that then helium would be the best
Helium would be the best if you want them to float. That is what most party suppliers use so it is readily available.

Anything lighter than ambient air (which is mostly nitrogen).
So up and to the left from nitrogen on your periodic table.
For what purpose? For fight, Helium. For flight, and a nice bang if ignited, Hydrogen. For lifting capability, the volume of the balloon is the most important point. As an illustration let me five you the numbers from a Myth Busters episode for carnival balloons to lift a 40# child. It took 3500 helium filled balloons to get the child off of the ground.
