that´s a substance that does not conduct. it usually meant in a sense of conducting electricity or heat. they are usually made of non-polar macromolecules (some plastics, neoprene, rubber)
actually air is quite a good example for both.

while metals, are very, very bad insulators.

What kind of insulator? If you mean for keeping electricity from moving, rubber works well. If you mean in redox, it just keeps the ions from jumping all over and into places where you don't want it in the battery. Cardboard works well here.
