Somewhat. In small quantities, it is useful; a fluoride level of 1 part per million in drinking water has been used for decades as a preventive measure for tooth decay.
Some anti -fluoride people claim it has carcinogenous properties (but what hasn't nowadays?). It's benefits to oral health far outweighs any possible risk.
We are obviously talking minute quantities here...large quantities could be fatal.

Calcium fluoride is the safe one but they don't put this in toothpaste etc . Read the labels
Yes it's poinonous, that is why the Government put it in our drinking water supply.

First, everything is okay in moderation. Everything, in the right amount can be useful. And, secondly, EVERYTHING in large enough amounts can be harmful to the proper functioning of the human body...even oxygen in certain circumstances.
I remember the public outcry over saccharin. It had been proven that it caused cancer in lab mice. Yes, it was. But, the poor mice had to eat almost their body weight of it each day. Say a person weighs in at 180 pounds. I should think eating 180 pounds of saccharin a day would inevitably cause problems.

It is apparent that small quantities of fluoride are needed for good teeth and to some extent bones. The anti-fluoridation loonies have been lying their heads off about this for at least 40 years.
Cobalt, Vitamin A, iron and dozens of other substances are necessary to life but are poisonous in large doses. The definition of "large" varies with the substance.
More is not always better, it is very often worse.
