It's a suspension. The tea did not disolve, so it's not a solution. They said the tea was weak just to through you off (I hate it when they do that kinda thing.) The particles are simply supsended (key word here) in the water. It's not a solvent either, a solvent, well, dissolves, like water dissolves sugar.
Weak tea is a dilute solution. A concentrated solution would be strong tea. A solvent is whats used to dissolve something (solute) to create a solution. A suspension is a mixture of two things where they do not immediately mix.

For example, think Kool Aid (though I'm not 100% sure its classified as a suspension, someone verify that please, the example works for concept.)

The powder is the solute, the water is the solvent. When added, the powder does not immediately dissolve but is suspended. Over time (or with some stirring), the Kool Aid dissolves into the water. If the powder to water ratio is high, then the solution is concentrated (stronger). If the ratio is low, than it is a dilute solution (weaker).
