Help me please with this chemistry problem!?

Your friend has "gambler's disease." He bets you that his 2 mL of HCl gas will diffuse through a 100 cm length of glass tubing faster than your 2 mL of NH3 gas will pass through a 130 cm length of identical tubing. He gives you 5:1 odds that he will win. He will increase the odds to 10:1 if you come up with a foolproof means of judging the race.
(i) What "foolproof means" would you use to judge this race?
(ii) Who will win? Why?
(iii) If you win, how much do you bet? You need $1000.00 for the weekend.

I really dont know how to start this, i don't understand the question either. so how do u do this? and what's the answer?

Not too hard a question- you need to learn to break a complex question like this down to it's individual components, then the component questions will be easier to answer.
1) HCl = Hydrochloric Acid; Boiling Point = 110 °C
2) NH3 = Ammonia; Boiling Pt = -33.34 °C

so, you have an acidic gas and a basic gas. Just looking at the relative Boiling points you can see the Ammonia will volatilize much quicker than the HCl, so I would place me bet on the Ammonia. Take the bet- he will lose. At 5:1 odds bet $200.

Now- what would be a foolproof way to test? How about litmus paper?

So I would set up the test, put in your 2mL in each beaker of each respective solution, seal them up. Put a piece of litmus paper at the end of each glass tube... you would get an answer nearly immeadeately.
