By absorption of a nitric oxide in caustic soda (or other alkaline) solution.
There are three reaction steps
partly oxidation in gas phase
2NO(g) + O₂(g) → 2NO₂(g)
Absorption to to nitrous acid
NO(g) + NO₂(g) + H₂O(l) → 2HNO₂(aq)
Dissociation of nitrous acid
HNO₂(aq) + OH⁻(aq) → NO₂⁻(aq) + H₂O(l)

Last step is very important because undissociated nitrous acid tends to disproportionate to nitric acid and nitrous oxide:
3HNO₂ → HNO₃(aq) + 2NO(g) + H₂O(l)

IIn industrial production it is performed by a modification of the Ostwald process for nitric acid production. You use caustic soda solution instead of pure water as absorbent in the second step of the process.
