Octet rule:
All noble gases (except He) have an electron configuration ending in ?s2, ?p6 which gives them a total of 8 electrons in their outer most level. These outer level electrons are called valence electrons.
He has only 2 electrons in its outer level because the first level can hold only 2 - not 8 - valence electrons.
He 1s2
Ne 1s2, 2s2, 2p6
Ar 1s2, 2s2, 2p6, 3s2, 3p6
and so on through the group of noble gases.
Since the noble gases are so stable, there must be something special about this arrangement of electrons.
It turns out that all atoms will react with other atoms to try and get a total of 8 (octet) valence electrons. The atoms do this by sharing electrons with other atoms (covalent bond) or by losing and gaining electrons from other atoms (ionic bonds).
