Nitrogen is treated as an ideal gas because it is nonpolar and does not experience any intermolecular forces. As molecules of N2 collide, they bounce of off each other and do not "stick", making it able to be treated as an ideal gas. Steam is not treated as an ideal gas because it is polar and experiences hydrogen bonding; individual molecules of water may collide and not separate as quickly as an ideal gas. This will affect the overall volume and pressure of a gas.
ideal gases have by definition no intermolecular forces. water has huge intermolecular forces due to hydrogen bonding.
