Vetting, from my experience, is when something gets evaluated or examined. This could be your personal history for a job, a paper you submit for a class, etc.

A vetting procedure is set up to find whether any person,or process, is suitable for any particular purpose.Lets say an operation is set up to prevent financial fraud:obviously you would like to be sure that the head of the mafia(if the mafia exists),or some other sticky-fingered individual,did not get the job.A vetting committee would be selected and they would set up a 'vetting procedure'to choose suitable people to be interviewed.
