Can anybody answer this?

I. Observation:
Observed that the rose plant in the garden has flowers but
the other one has no flowers.
II. Problem:
Why does the rose plant does not have flowers?
III. Hypothesis:
"Can anyone answer this?"
IV. Experimentation:
"Can anyone answer this?"

Answer:
it is a different variety...
You probably need to re-post this in Botany.
This is something along the lines I would try.

III. Hypothesis:
The rose bush without flowers is not getting enough sunlight.

IV. Experimentation:
Place the rose bush without flowers in direct sunlight for X amount of days.

(Can also use the same Hypothesis about not getting enough water.)
