typically catalysts are defined by their ability to speed up the rate of a reaction without being consumed, so the reaction takes place at a faster rate in a shorter period of time. if however the catalyst becomes damaged (eg enzymes become deactivated if the temperature is too high or if the ph is too high/low) it will slow down the reaction but i don't believe there is a proper term for a catalyst of this form.
