Any hydrocarbon fuel can be completely combusted to CO2 and water. The efficiency you speak of (I assume) is related to the apparatus used to burn and extract the energy. Hybrid autos get better mileage because they are able to recover engine energy used to accelerate the car during breaking. All of these examples are ultimately independent of the fuel used. Efficiency comes from being able to convert heat energy into mechanical energy, and there will always be losses in that conversion.
