The oxides of Calcium , Barium and Strontium react with water spontaneous and very fast to the hydroxides. So don't bother with with solubility of the oxides, because they are not stable in water.
The answer to question whether the hydroxides are soluble or not, is of course a question from the point of view. (actually no salt is completely insoluble)
On the on hand the are many better soluble salts of better solubility than these hydroxides (even Ca, Ba and Sr salts) .
On the other hand the solubility it is possible to prepare a weak hydroxide solution. There are some chemical processes utilizing such hydroxide solutions (look at the wikipedia articles)
A second point is that there are other salts of these elements which have a much lower solubility.
If you want to precipitate Ba, Ca or Sr from a solution you can reach is to some extent by adding hydroxide ions. But much much much more effective it will be adding carbonate or sulfate ions.
So i would say Ca, Ba and Sr hydroxide are slightly soluble, but soluble.
