If you have a Mag-Lite then unscrew both ends and take a screw driver and drive the old batteries loose. If then won't loosen, then take the tube and put in under the tap for a minute - it's not going to damage your flashlight.
Once the batteries are out make sure that the tube is clean and dry before reassembling it and installing new batteries.
If the KOH leaked into the top or bottom portions of the flashlight clean those part separately with a damp Q-tip, and make sure everything is dry before you put it all back together.
Edit: No - stay away from vinegar - don't add anything but water, you have so little KOH there it's almost microscopic!
you need to use an very fine mist of water to put the KOH into solution for enough time to clean it out of there, then wipe up the excess water, if any
use a spray bottle and test to make sure that you have a fine, very fine mist
