How much baking will neutralize vineger?

Well normal vinegar in about 4-8% acetic acid, so it's hard to be accurate, so lets give a range:

density vinegar = 1.049 g/ml

Mw = 60.05 g/mole

4% acetic acid = 4ml/100ml = 4.169g/100ml
8% acetic acid = 8ml/100/ml = 8.392g/100ml

So to neutralize 100ml of each 4% and 8% vinegar you would have to neutralize:

4% : 4.169g of acetic acid = 0.0694 moles

and

8% : 8.3926 acetic acetic acid = 0.1396 moles

NaHCO3 MW = 84.007 g/mol

0.0694 moles NaHCO3 = 5.83 g
0.1396 moles NaHCO3 = 11.73 g
Baking will not neutralize vinegar. Baking soda will. The amount is dependent on how much vinegar you have. Vinegar is 5% acetic acid.
