Acetic acid and aqueous ammonia both dissociate into ions. They are considered weak electrolytes because much of their physical form is in the non-ionized structure.

For this reason they are known as a weak acid and an weak base.

When combined, the resulting salt (Ammonium acetate) is highly soluble in water and dissociates readily into ions (ammonium and acetate ions). This ionization is the reason that a solution of Ammonium acetate acts like a strong electrolyte.
