They are both soluble in water in all proportions. So in order to determine a difference you'd need to use a more non-polar substance as a solvent. The Ethanol would dissolve better than the Ethylene glycol.
hydroxyethanal will be more soluble than ethanal in water because OH group on hydroxyethanal could have hydrogen bonding with water.
