Restricting the air supply to a fire will definitely put it out. All fires need oxygen to keep burning, no fire will burn without it, cos fire is a combustion process
There are so many ways to prevent fires, use flame resistant products, control the amount of heat products are exposed to so they dont flame out, ...
A fire extinguisher probably works (i am not sure) by spraying a thick material that doesnt allow air to pass thru on the fire hence "suffocating" it by reducing the amount of air available for it to burn
