If a substance is a strong elctrolyte, is it necessarily a strong acid?

No, a substance that is a strong electrolyte is not necessarily a strong acid. In order to be an acid, the substance must cause H+ ions to be generated when it is dissolved in water. For example, NaCl is a strong electrolyte because it forms Na+ and Cl- ions in solution. But there are no H+ ions, so NaCl is NOT acidic.

They are all strong acids because they will dissociate completely in water into an H+ ion, and a negative ion (notice that they all have H as part of their formulas). Any other acid is a weak acid.
