Why is this done with a watchglass rather than a piece of filter paper?

before packing into a capillary tube, a solid substance has to be powdered. why is this done on a watchglass and not on a filter paper?

Answer 2 is partially correct. Also is the fact that some of the material stays on the filter paper, so the measurement is short. The paper can absorb some of the material which is specially important in very small reactions, such as in a capillary tube.
so that you can observe it better...
cause if u smear it on a piece of paper, there will be small amounts of paper mixed up with ur substance (take a closer look at filter paper-it´s quite fluffy). and then it will screwup your measurement.
