Answer:
using a controlled strain rheometer. i had a colleague working on that machine and she had one installed in my lab. your stick samples of polymer mixtures into the disc, and allow it to gel in situ. then your run a series of tests like a strain sweep, frequency sweep etc.

to find relaxation you do a strain-time sweep. if you know a little rheology, you check for relaxation like you do for a simple hysteresis test. check where the G" overtakes the G', and vice versa on down-run.
