Valency is the number of half filled electron clouds.
valence is simply the number electrons an element has in its outer shell however that does show if it will combine with other atoms..remember:: their ultimate goal is 8 in the outer shell so they are eager to mingle. the real factor that determines their tendency to combine with other atoms is their electronegativity
