i am searching to find out if the ambient concentration of nitrate is more readibly usuable compared to if nitrate is itself is available in the system. Im comparing if the waters are saturated with ammonia and nitrate is therefore reduced to the ambient concentration if the ambient concentration can be used ilo the ammonia for uptake by algae

It is really not clear exactly what you are asking.
Since nitrate is a very weak conjugate base, its concentration in solution will not be affected significantly by ammonia.
In general, all reactions are faster if there is more of the reactant. There are of course exceptions such as when the reaction is zero order in the reactant.
