It's the oxime group.
this compounds can be obtained by rxn of an aldehyde or ketone with hydroxylamine.

R-CHO + NH2OH ==> R-CH=NOH + H2O

R-CO-R' + NH2OH ==> R-C(=NOH)-R'

Chemical name of Niacin is pyridine-3-carboxylate.It has nothing to do with -NOH group.(except that all three atoms are present in a Niacin molecule)
