Dry ice?
Probably put mostly ice in the glass and then drench it with lots of salt. The salt will melt some of the ice and make a system that is well below 0 degrees Celsius. If the outside of the glass is wet, it should freeze to the table.
This is theoretical, but...
Fill the glass with ice water. Wait for some condensation to form a puddle, or just put some water beneath the glass. Add salt to the glass of water-- this allows the water to become colder than 32 degrees F. The water underneath the glass should eventually freeze.
Place the empty glass in the freezer. The temperature there will be about -15 to -20 deg C. After the glass hass cooled to that temperature. Place it on the wet table top. It should freeze to the table in a matter of a minute or so.
or try this-
Fill the glass with crushed ice and add salt to lower it's freezing point. Place some water on the table and place the glass on the water. The equilibrium temperature of the ice/salt mixture will fall below 0 deg C.
