Nucleophilicity of Water?

Compared to Cl− or Br−, in the 2-butanol reaction,
T or F

1)H2O is a relatively poor nucleophile, because it carries no negative charge.
2) H2O is a relatively good nucleophile, because the yield of halides was low due to back-reaction with water.
3)H2O is a relatively poor nucleophile, because no or very little alcohol is observed in the GC.
4)H2O is a relatively good nucleophile, because it had to be avoided during the workup procedure.

anyone has any idea?thank you

Answer:
I would say (3). H2O is not a good nucleophile and depends on the conditions of the reaction but just simply mixing above I don't believe will yeild much product
