add 70mL of 100% ethanol to a 100mL container and mix it with 30mL of water. Stirr it up. Then make sure its up to exactly 100mL by adding more water.
you can also make a solution thats 70% by mass,
so 70g ethanol per 100g solution.
These 2 solutions are not the same. Usually they do these by volume.
