Exhaust from any internal combustion engine produces carbon dioxide, carbon monoxide, water, partially burned hydrocarbons, nitrogen oxides and the remains of additives.

The carbon oxides will be acidic as will the nitrogen oxides. If put into water it would decrease the pH, or increase the acidity. The addition to water of the other components of exhaust is not recommended either.
The carbon dioxide and sulfide compounds with react with water to form acidic compounds, namely carbonic and sulphuric acid, respectively. Thus, exhaust will DECREASE the pH of the river, making it more ACIDIC.
