I am a little rusty on chem, but im gonna tell you what I think...
for most reactions, intramolecular reaction usually go first...then followed by intermolecular reaction. This is mainly because intramolecular reaction, the substituents are all there rxn will go when the condition is right. For intermolecular reaction, two molecules has to collide + other requirements like activation energy and spatial stuff. Using this logic, I believe that intramolecular h-bond will decrease the ability of the molecule to form intermolecular hydrogen bond.
