It usually takes place in an oxygen FREE environment, but it can take place in the presence on oxygen with the right microbes. So if you had the right microbes mixed with your hay ... ummm... mixture - sure, you could get methane production.

It's more likely that the chemicals in the urine would poison the environment for successful microbe cultivation - however~!
