Don’t worry about eating, the little bit of Chromium that you might ingest should be harmless. If you really want to get rid of the stains, the only way is to get rid of the skin.
The Chromium has impregnated itself in the top layer of your skin. So what eats skin? Bases eat skin, and can cause some nasty chemical burns. But you wouldn’t have the brown stain. Try scrubbing with a solution of baking soda. On second though given your diabetes, I'd just let it be. It will rub off in its own time.
I like to use the line “you can tell the capabilities of the Chemist by the condition of their hands.” Try to take care of yourself, how about a pair of rubber gloves next time?
You might try commercial (3%) hydrogen peroxide solution that they sell at the grocery store. Otherwise I think you are just going to have to wait till it fades away. Seeing as you can't wash it off very easily, it's not likely to rub off on your food either.
