I balance it by half-reaction method :

P4 + 12H+ +12e->> 4 PH3
P4 + 12 H2O >> 4 HPO32- + 20H+ + 12e-
------------------------------...
2 P4 + 12 H2O >> 4PH3 + 4 HPO32- + 8H+

Because It is a basic solution we add 8 OH- on the left and on the right side ( 8H+ + 8 OH- >> 8 H2O)

2P4 + 4H2O + 8 OH- >> 4PH3 + 4 HPO32-
