Cl2 + (S2O3)2- => Cl- + (SO4)2- (Basic solution)

Answer:
Cl2 + 2 e- --> 2 Cl-
S2O32- + 5 H2O --> 2 SO42- + 10 H+ + 8 e-

Multiply top reaction by 4 and add:

4 Cl2 + S2O32- + 5 H2O --> 8 Cl- + 2 SO42- + 10 H+

Add 10 OH- to both sides:

4 Cl2 + S2O32- + 10 OH- --> 8 Cl- + 2 SO42- + 5 H2O
