Pure alcohol isn't mixed into a drink to make it an alcoholic beverage. Yeast, which is a kind of mold, is mixed into what will eventually become an alcoholic drink. The yeast eats sugars that are also in the mix, and produce ethanol as a result of their eating the sugars. Eventually, the yeast dies out, leaving only the alcohol behind.

Alcohol makes you tipsy because it interferes with communications between nerve cells. Basically, it's a depressant - it makes your nerve cells less susceptible to inputs from other nerve cells.
