What colour is damp litmus paper?

It depends. Blue litmus paper will turn red if the substance it contacts is an acid. If it stays blue the substance could be neutral or a base.

Red litmus paper is the opposite. It will turn blue if placed in a base, but remain red in an acid or nuetral substance.

It's also worth mentioning that litmus paper doesn't work for strong acids and bases. It works best in the pH 4.5-8.3 range.
I depends on the PH of whatever you make it "damp" with.
If distilled water, color does not change. If something in water, will change to reflect amount of acid or base.
