Is there a chemical that just burns on the spot?

it doesn't burn anything around it?

if there is, would it be safe to let such a chemical burn on one's hand?

Answer:
no, because it would burn through anything holding it

but as for skin, dry ice works
Anything that burns requires that it give out heat, and thus it must affect its surroundings.
Ditto what everyone else said. Besides, it's kind of a stupid idea to let something burn on/in one's hand. No offense. But please take all the necessary precautions when dealing with chemicals.
