You just have to have your hand wet before you light it. If you dip your hand in a mixture of alcohol and water, when it lights you should have a decent amount of time to put it out before you get a serious burn. Make sure you have some water handy though just in case.
However, you will probably burn all of the hair off of your hand and it will smell bad. If you have a methane gas line that you can run through some dishwashing soap you can make a huge fireball in your hand without burning it either.
You'd need to be wearing an insulating glove and then light the glove on fire. It would protect, but not completely. If you're saying to light your direct thumb on fire, you will burn yourself.
If you want only a very brief fire, you can just dip your finger in alcohol. It should burn around and consume all of the oxygen before you really have time to burn yourself. For a fire that would last for more than a fraction of a second though, I have no advice. I have not personally tested this, but I know that it is what people do to have a fire go around their arm without burning them. There can be accidents if it doesn't burn all of the way arround.
