How does adding salt to water affect the hydrogen bonds between water molecules?

I think it really strengthens it because if you boil water it takes longer to get salt water to boil.When diluting detergent you don't change the structure you only change the concentration levels.The molcule XF3 is polar. is X boron or phosphorus? the 3 is a subscript.?
