The government does not have to provide public goods. It can only do that through FORCIBLY taking the earnings of one person and giving it to another.

public goods is a form and way to return the benefits back to the society.

disadvantage is as the goods are public, some of the benefits will flow outward.

but frankly, it is NOT a total disadvantage if the outward flow of public goods are returned in benefits back to the internal society after some time flowing through the world globally.
