Does the currency to currency exchange rate of a country work 24/7?

Answer:
Yes. IBanks have overworked underpaid people working their currency desks at all hours.
At ATM machines Yes!
exchange rates are market driven changing during the day with various economic changes. Generally speaking if a currency is relatively stable changing currency is relatively simple. If you use a credit card I believe they use the exchange rate at the end of the business day.
Yes it is a fluid process. The F/X (foreign exchange) market is a 24-hour market that revolves around the changing demands of two currencies relative to each other, so at any given time there is in fact "the" exchange rate.

As another answerer said though, these are usually set/locked once per day at the close of a business day wherever in the world you are concerned with, so that when you go somewhere to actually exchange currency the rate is fixed at least for a somewhat stable amount of time.
