I think Luxembourg has the most income per person.
You can't just use this number to decide where it is best to live. Two other things to consider:
1. Cost of living there. If people have twice the income, but costs are three times as high, you are not doing well.
2. How the money is distributed. There are some countries where the average might sound good because the ruling family is loaded and has gold faucets, while most of the people starve.

I want to say Dubai but it may be Monaco. Just an educated guess.
These rankings are a little bit dated, but should still hold pretty closely. Lux is # 1, but with a caveat. Norway is #2.
