For example paying for a better education for your citizens is a form of investment in human capital because you pay money to improve the knowledge of your labour force. I doubt that other than the financial costs there are any other major costs of applying such a policy. The benefits in the short run of investing in things such as education and health care is that you have a significantly happier workforce that is healthy and thus can work more and that is more educated and can thus perform better and be more innovative at a given task.
As what the guy above has mentioned, that is investment in human capital. why is there such a thing? when people go abroad to work, they earn in a different currency and remit a portion of their income to their homeland thus contributing to the nations gross international reserves
