An economist is an individual who studies, develops, and applies theories and concepts from economics. They write policies about it and formulate models/theories on economics.
Economists responsibility in a country is quite broad.
On financial aspect of a country's financial,... economists computes how fast money flows in their system, is it too much or is it too less. How much money is needed to fund the daily requirement of its citizen. Economist can also determine the effect of "hot money" that goes in to its monetary system, is it still healthy, is it reaching alarming proportions.
They also give advise on how to "pump prime" economy that is lagging. They will study all sectors , which sector is slow that needs development. They study the flow on how to achieve end goals, so if a sector needs to be developed, they would propose a blue print on infrastructure dev't, how to make people move towards dev't. etc etc.
Economist don't really solve social problems, social problems is the government's problem. economist's merely formulate policies, thru extensive study of the "social" problem (if it involves economics, some social problem are not really economics related problem, i.e. pedophilia.) and proposes it to the government for implementation.
There are many branches of economics, one of which that is relatively new is "environmental economics" where in these Economists studies your contribution to the environmental pollution and they have come up with solution to counter this rising level of environmental pollution.. (YOu may have heard of Carbon Credits , to learn more see KYOTO protocol.)
So their responsibility really differ depending on their field of expertise. But mainly , economists aim to achieve equilibrium.

Economists are people who give answers to yesterdays' questions.
They are the guys who memorice the life and works of adam smith and repeat it ad nauseum like parrots. Massive economic success of the last two centuries, brought mainly by technological change and cheap energy has been showed by those guys as "proof" of their assumptions.
Before you answer me "wtf dude why dont you move to north korea lol". Well, lemme tell you that the north koreans are not starving because they are comunist, but because they have ZERO oil to run their agricultural industry. They had plenty of food when the soviet union supplied them with oil.
