Free market open economy system would always answer the question of what goods and services to produce by having producers and consumers their own free choice, If the free choice is not required, the GOvt. can decide what to produce by having the producers and consumers to follow the dictates of the Govt. ministers and bureacrats acting as the God almighty. This system is called totalitarian command economy as fully exists in China ( earlier this was the system in the entire communist world) and partially exists in so called socialist/ Islamic republics like India, Iran, etc.
