An incentive is something you give to people to encourage them to do what you want them to do. A government incentive would be something like offering to pay your child's tuition at a community college in an effort to get the parent off of welfare. I know there is currently a state sponsered insentive in CT right now where by the state offers to pay a portion of bus fare for shuttle busses to get people to take public transportation. This is supposed to cut down on pollution expended from having so many vehicles on the road and I would imagine the amount of traffic. I hope this helps.
