Is government really a welfare mean for poor in particular and countryman in general?

Answer:
It depends on which government you are talking about... The US Government is not supposed to be, but seems to becoming more and more of a welfare state...if Hillary gets elected w/her socialized medicine agenda, we'll become a welfare state for sure.
Some think so.

Some think not.

I am in the latter category. For one of my politics, government exists to protect my right to work for my own prosperity, or not, according to my ability, merit, and willingness to work.

Certainly not to pay me for sitting on my bottom complaining about how bad it all is.

US society and politics being what they are, I may have to accept some government assistance in my old age. I hope not, and would rather not, but if it comes down to accepting it or dying in a ditch, I'll take it.
