It most definately CAN be -- but -- mostly it is a state of REALITY for those who are suffering under it !!
There are those that have considerably more than a lot of others who actually believe themselves to be poor because they don't have all the things that they WANT !!
And, there are those who are poor simply because they have accepted this way of life and for what ever reason -- are content to stay within its grip !!
Quite a number of others -- however -- are locked into a cycle of being poor by any number of circumstances that can not be managed successfully by almost any approach that they take !! Granted -- a lot of THESE people are in that situation because THEY or someone close to them have made serious errors in the way they have created the circumstances that make up their life !!
So, in brief -- poverty CAN be a state of mind -- but most commonly -- it is a situation of out right REALITY !!

No, but when one is so abused by society or from a lack of personal esteem then it makes it much more difficult for someone to climb up the ladder from poverty. For example, the minimum wage in this country hasn't been changed in over a decade, yet social services benefits have been sliced to the bone. Homeless, uneducated, abused, disadvantaged, disabled all who fall under that net can be trapped in poverty and that is a reality and has nothing to do with a state of mind. The issue with poverty being a state of mind lies in the halls of Congress, and especially from the Oval Office.
Poverty is a vicious cycle of hopelessness, co-dependency, and complacency. Once in it, the cycle possesses the person and his family. The only way to get out is to seek outside resources to rehabilitate themselves into self-sufficiency.

Wouldn't it be a wonderful thing if poverty was simply a state of mind and a little revelation or an epiphany would bring someone right out of poverty. Unfortunately this is not the case and hungry babies and hungry seniors and many in between can attest to this. No one should be in a position of deciding between groceries and medication, or groceries and diapers but this situation is rampant and growing. Someone eager for a Nobel should fix this, don't you think?
